Windmills are mentioned in a Papal Bull (a type of document that is sent out by the Pope of the Roman Catholic Church). It grants a concession to the abbot of Savigney to build windmills in the French dioceses of Bayeaux, Countance and Evreux. Because wind was " from God," it required the permission of the church to erect a windmill.
